Start by preparing the marinade by mixing together the chopped garlic, cumin, harissa, vinegar, and salt. Once these ingredients have been reduced to a paste, set aside.
Clean and gut the fish.
Dilute the marinade paste with a glass of lemon juice.
Generously brush the inside of the fish with this mixture, then pour the rest over the fish, making sure the saurel is well coated. Then, cover everything with film and let it marinate in the refrigerator for at least an hour.
Heat the oil, then coat the fish in flour. Then toss it into the hot frying pan to sear it, then lower the heat slightly to cook the fish inside, especially if it's large.
Serve the fish with green salad or fries.
