Take a large container and place the smelt in it. Pour milk over the fish and let it sit for an hour.
Then drain the smelt using a colander.
In a freezer bag, place flour and the drained smelt. Carefully seal the bag and shake it so that the smelt are well coated in flour.
Place the fish in a colander and shake off the excess flour.
In a large skillet, heat some oil and add the smelt.
Cook for 3 minutes on each side, then drain and place on paper towels.
Season lightly with salt and pepper, then serve immediately.
