Before you begin, preheat your oven to a temperature of 200°C.
Gut and clean the fish, season the inside and set aside.
In a casserole dish, sauté the sliced onions with oil, then add the sliced pepper, peeled tomatoes, and a pinch of cayenne pepper. Season everything and simmer over low heat for 30 minutes.
Then add the chopped garlic and 5 fennel sprigs, then place the fish on the mixture and bake at 200°C, basting the fish regularly with its juices.
The fish will be cooked when you can easily insert a knife along the center bone.
Serve it with baked apples and Creole rice.
