Start by preheating the oven to 180°C.
Prepare a marinade by mixing olive oil, harissa, fleur de sel and pepper.
Brush the meat with this mixture.
Place the meat in a dish and add the herbs.
Cover the dish with aluminum foil and bake for 45 minutes.
Add the garlic and shallots to the dish and continue cooking for 45 minutes.
Remove the foil and continue cooking for 30 minutes.
