Place the blinis on a plate, then spread each blini with a teaspoon of crème fraîche.
Chop the chives and sprinkle them over the blinis. Season with salt and pepper.
Place a quarter slice of smoked salmon on each blini, then top with lime zest and a small sprig of dill.
Serve with seasoned arugula leaves.
