Start by soaking the beans overnight.
Fry the chopped garlic in the oil for one minute.
Stir in the chopped onion and chopped pepper, season with salt and let it cook for two minutes.
Add the chopped potato and simmer for 8 minutes.
Reduce heat and stir in chopped tomatoes and beans.
Pour in the water and simmer for 50 minutes
Add the rice and cook until al dente.
