Take some parchment paper and cut it into 4 pieces to make papillotes. Wet them by running them under water.
Take the endives, cut them in half and remove the core. Place one endive half on each papillote and place the fish on top.
In a bowl, combine soy, olive oil, lemon juice, water, salt, and pepper. Pour a quarter of this mixture into each parcel and seal.
Microwave (power between 600 and 800 W) for 45 seconds to 1 minute maximum.
