Start by peeling the onions and cutting them into thin slices.
In a casserole dish, pour a little olive oil and brown the onions for 5 minutes.
Add the beef shanks and brown them on each side.
Sprinkle with flour and mix well. Add the tomato paste, stock cube, bouquet garni, and red wine.
Peel the carrots and cut them into slices, along with the garlic cloves, which you will also add to the casserole dish.
Cover the casserole dish and simmer for about 2.5 hours.
Season with salt and pepper to taste. Serve piping hot.
