The oven must be preheated to 180°C, then grate the zest of the lemons. Then peel a bright lemon then cut it into thin rings. Cut the other lemon in 2 and squeeze the juice.
Wash the rosemary and peel and mince the onions.
Cut the skin of the mackerel, then empty and clean them.
Salt and pepper the inside of the mackerel then put the rosemary there and 2 to 3 slices of lemon peeled.
On 4 sheets of parchment paper, the minced onions must be distributed and place the mackerel on top. The mackerel must be watered with the lemon and olive oil juice, then add the lemon zest. Then close the papillotes by rolling the edges. Bake and cook for 10 minutes at 180°C.
