Detail the cauliflower in flowers and cook it in a saucepan of boiling salted water until tender. Drain and reserve.
Melt the butter in a saucepan. Add the flour and mix. Pour the cold milk by mixing with a whisk. Add the nutmeg, salt and pepper. Cook for 10 minutes over low heat while mixing and until the sauce is thick.
Preheat the oven to 180°C. Put the cauliflower flowers in a gratin dish. Pour the béchamel on it. Sprinkle with Gruyère and bake for 30 minutes.
