Start by making a marinade by mixing chopped parsley and cilantro with salt, pepper, cumin, paprika, cayenne pepper, lemon juice, and olive oil.
Brush your fish well with this mixture and set it aside.
Grate your tomatoes and mix them with the rest of the marinade.
Then place your fish in an ovenproof dish and pour the tomatoes and the remaining marinade over it.
Add lemon slices and bay leaves and bake the dish in a preheated oven at 180°C for about 30 minutes.
